Financial Settings Access without Admin Level Access

To give access to normal-level users without giving them full access ( Admin Acess ) and be able to access the new feature 'Financial Settings'

Maybe add a tick box as user access for Financial Reporting.

  This can be accomplished by enabling "allow access to financial data" and "expenses and extras" permissions in the Users tab. 
  
  Is there a particular use case where you would not want a user to have admin access, but full access to Financial Reporting?
