Owner statement

Implement an option to block old Owner Statements. Currently, when generating a new Owner Statement, the process involves copying the old one. This requires opening the old statement to update the date. Unfortunately, due to confusion, the old statement sometimes gets saved without changing the name, resulting in the loss of previous information.
